About this role
This onsite Human Resources Site Leader role provides strategic and hands-on leadership for a large site within the US Army Flight Training Program. The leader oversees employee relations, labor relations, employee engagement, workforce planning, performance management, and HR operations while ensuring compliance with military and government-contract requirements.
Key Responsibilities
- Provide strategic HR leadership aligned to business objectives
- Lead employee relations and labor relations strategies, including investigations and training
- Ensure compliance with Service Contract Act (SCA) requirements
- Support HR process compliance with ITAR and DFARS and coordinate with Program Security
- Coordinate subcontractor and staffing partner workforce activities with Procurement and Operations

The role emphasizes HR governance for defense and aerospace environments, including Service Contract Act (SCA) compliance and aerospace defense compliance standards such as ITAR and DFARS. It also requires operating within military installation constraints (security protocols and facility access) and coordinating third-party contractor workforce activities in partnership with Procurement, Operations, Legal, and Program Security.
