Xcel Energy is seeking an RFP Program Manager to analyze, develop, and implement resource expansion plans for electric system growth. The role centers on integrated resource planning requirements, production cost economic modeling, stakeholder/regulatory engagement, and designing solicitations for long-term capacity and energy resources.

  • Develop comprehensive plans for obtaining or adding new capacity and energy resources
  • Interface with regulators and intervenors for consensus, support, and regulatory approval including testimony, negotiations, and presentations
  • Perform expansion plan and production cost economic modeling of alternative supply plans
  • Design and execute solicitations for new long term capacity and energy resources and evaluate offers using quantitative models
  • Coordinate with Forecasting, Risk Management, Trading, Gas Supply, Coal Supply, and Transmission Operations to incorporate short-term and long-range considerations

This role performs expansion plan and production cost economic modeling to develop optimal portfolios across scenarios and risks such as fuel prices, electric market prices, reliability criteria, and environmental requirements. It also evaluates long-term resource offers using financial, economic, and environmental criteria and supports contract negotiation and execution to senior executives.

The ideal candidate is a mid-level energy planning and modeling professional with 5+ years of related experience and a Bachelor’s degree in engineering, finance, economics, operations research, mathematics, or business. They can build integrated resource planning and production cost economic modeling, coordinate with forecasting and risk groups, and manage solicitations and contract recommendations to senior executives.
